Deberán acatar las recomendaciones del Encargado del Refugio Nacional de Vida Silvestre Gandoca Manzanillo, y aquellas en materia técnica acordadas por el Comité Zonal, en tanto estén acordes con la legislación vigente." } ], "cites": [], "cited_by": [], "references": { "internal": [ { "target_id": "norm-27738", "kind": "concept_anchor", "label": "Ley 7554 Art. 6" }, { "target_id": "norm-39796", "kind": "concept_anchor", "label": "Ley 7788 Art. 101" }, { "target_id": "norm-21579", "kind": "concept_anchor", "label": "Decreto 23069-MIRENEM" } ], "external": [] }, "source_url": "https://pgrweb.go.cr/scij/Busqueda/Normativa/Normas/nrm_texto_completo.aspx?param1=NRTC&nValor1=1&nValor2=45028&strTipM=TC&nValor3=0", "tier": 2, "_editorial_citation_count": 0, "regulations_by_article": null, "cascade_only": false, "amendment_count": 0, "body_es_text": "Recuerde que Control F es una opción que le permite buscar\n en la totalidad del texto\n\n Ir al final del documento\n\n - Usted está en la última versión de la norma\n -\n\n Texto Completo Norma 29019\n\n Reglamento Manejo Participativo de Recursos Naturales en el Refugio de Vida\nSilvestre, Gandoca Manzanillo, Sector Gandoca\n\nTexto Completo acta: 3DA62\n\nPODER EJECUTIVO\n\nDECRETOS\n\nNº 29019-MINAE\n\nEL PRESIDENTE DE LA REPÚBLICA\n\nY LA MINISTRA DEL AMBIENTE Y ENERGÍA\n\nEn uso de las facultades que le confieren el artículo 140, incisos 3)\ny 18) de la Constitución Política, Ley Orgánica del Ambiente Nº 7554 y Ley de\nBiodiversidad Nº 7788.\n\nConsiderando:\n\n1º—La Constitución Política de la República de Costa Rica,\nestablece en su numeral cincuenta que el Estado costarricense debe velar por el derecho\nconstitucional de todo ciudadano a un ambiente sano, ecológicamente equilibrado y\nambientalmente sostenible, entendido como el desarrollo que satisface las necesidades\nhumanas básicas sin comprometer las opciones de las futuras generaciones.\n\n2º—De conformidad con el artículo 6º de la Ley Orgánica del\nAmbiente Nº 7554, el Estado debe fomentar la participación activa y organizada de los\nhabitantes de la República en la toma de decisiones y acciones tendientes a proteger y\nmejorar el ambiente, a través de instancias regionales y locales con amplia intervención\nde la sociedad civil, que en coordinación con las instituciones públicas y privadas\nfomenten un manejo racional de los recursos naturales.\n\n3º—El artículo 101 de la Ley de Biodiversidad Nº 7788 establece\nque debe incentivarse la participación de la comunidad en la conservación y el uso\nsostenible de la diversidad biológica mediante la asistencia técnica y los incentivos\nlegales correspondientes, especialmente en áreas donde haya identificado especies en\npeligro de extinción, endémicas o raras.\n\n4º—El Refugio Nacional de Vida Silvestre Gandoca-Manzanillo, fue\ncreado mediante Decreto Nº 16614-MAG del 1º de julio de 1985, en consideración a los\nrecursos naturales de valor único, incluyendo manglares, bosques, arrecifes coralinos,\nasí como por el hecho de ser una de las pocas playas de anidación en el mundo de la\ntortuga marina baula.\n\n5º—Con la ratificación por parte del Gobierno de Costa Rica de\nla Convención Ramsar en el año 1991, los principales humedales en dicho Refugio quedaron\nincluidos dentro de la lista de Humedales Ramsar de Importancia Internacional por sus\nparticulares características biofísicas, su flora (vegetación dominante: yolillo, orey,\npalma real, mangle colorado, cativo, gavilán, sangrillo, cerillo, caobilla, fruta dorada,\ngarrobo, bala de cañon, pasto de tortuga) y fauna es de gran diversidad, peces, aves,\nreptiles y mamíferos, corales, moluscos, crustáceos, cambute, langosta, jaiba, cangrejo\nde tierra, pargo, róbalo, mojarra, halcón peregrino, pelícano pardo, mono congo,\npizote, mapache, martilla, tepezcuintle, guatusa, saíno, oso hormiguero, león breñero, especies\nendémicas (mojarra, olomina), amenazadas (iguana verde, caimán, cocodrilo,\náguila pescadora, mono araña, mono cara blanca, nutria, danta, chacho de monte, serafín\ndel platanar, venado cola blanca) y en peligro de extinción (manatí, jaguar,\npuma, manigordo).\n\nAdicionalmente, llegan a desovar a playas costarricenses seis especies\nde quelonios marinos: tortuga carey (Eretmochelys imbricata), tortuga caguama (Dermochelys\ncaretta), tortuga lora (Lepidochelys olivacea), tortuga baula (Dermochelys\ncoriacea), tortuga verde del Caribe (Chelonia mydas), verde del Pacífico (Chelonia\nagassizii), todas estas especies en situación crítica por su explotación sin\ncontrol.\n\n6º—Mediante Decreto Ejecutivo Nº 23069-MIRENEM de 5 de abril de\n1994, a efecto de controlar la afluencia masiva de personas a la zona de Playa Gandoca, se\ndeclaró de acceso restringido a dicha área durante la época de desove de las tortugas\nmarinas de las especies baula, verde, carey y caguama, período comprendido entre el 1º\nde marzo y el 31 de octubre de cada año. A la vez, se establecen controles de ingreso y\npermanencia en el sitio, con guías debidamente identificados.\n\n7º—Mediante Decreto Ejecutivo Nº 25595-MINAE de 11 de octubre de\n1996, se creó el Comité Asesor del Refugio Nacional de Vida Silvestre Gandoca\nManzanillo, así como el Comité Zonal de Gandoca, para realizar, entre otras, las\nsiguientes acciones: cogestionar con el MINAE la ejecución del plan de manejo del área,\nservir como foro de discusión comunal en relación a la administración del refugio y la\nejecución del plan de manejo, dar seguimiento y control de aquellas acciones que impacten\nlos recursos ecológicos en dicha localidad, analizar y recomendar las solicitudes de\npermisos sobre recursos del área.\n\n8º—La Ley Nº 7906 aprueba la Convención Interamericana para la\nProtección y Conservación de las Tortugas Marinas, cuyo objetivo es promover la\nprotección, conservación y recuperación de las poblaciones de tortugas marinas y de los\nhábitats de los cuáles dependen, basándose en los daños científicos más fidedignos\ndisponibles y considerando las características ambientales, socioeconómicas y culturales\nde los países.\n\n9º—Costa Rica es signatario de diversos convenios\ninternacionales, entre ellos la Convención sobre el Comercio Internacional de Especies\nAmenazadas de Fauna y Flora Silvestres (CITES), Convención Relativa a los Humedales de\nImportancia Internacional especialmente como Hábitat de Aves Acuáticas (RAMSAR),\nConvenio sobre la Diversidad Biológica, Convenio para la Conservación de la\nBiodiversidad y Protección de las Áreas Silvestres Prioritarias en América Central,\nConvenio de Cartagena sobre Vertidos de Desechos Marinos, todos ellos tendientes a la\nconservación de los recursos naturales.\n\nAsimismo, Costa Rica promueve un acuerdo de cooperación para la\nconservación de las tortugas marinas en la costa caribeña de Costa Rica, Nicaragua y\nPanamá, dado que se trata de una especie migratoria cuya protección debe establecerse a\nnivel internacional.\n\n10.—El Decreto Nº 23069-MIRENEM de 24 de febrero de 1994 regula\nla afluencia masiva de personas la zona de playa Gandoca durante la época de desove de la\ntortuga baula, verde, carey, caguama, que comprende del 1º de marzo hasta el 31 de\noctubre de cada año. Los cambios en las circunstancias durante los cinco años hacen una\nrevisión en cuanto a las políticas de manejo de los recursos naturales, incorporando a\nla sociedad civil en la protección de los mismos. Por tanto,\n\nDecretan:\n\nReglamento para el Manejo Participativo de los Recursos Naturales en el\nRefugio de Vida Silvestre Gandoca Manzanillo, Sector Gandoca\n\nArtículo 1º—Objetivo. El objeto del presente Reglamento\nes propiciar el manejo integral y sostenible de los recursos naturales en el sector de la\nplaya y la Laguna de Gandoca dentro del Refugio de Vida Silvestre Gandoca-Manzanillo, con\nla participación activa de la sociedad civil y fundamentalmente de las organizaciones\nlocales.\n\nTodas las actividades que se realicen dentro del Refugio deberán ajustarse a las\ncondiciones contenidas en el Plan de Manejo del Refugio, a la zonificación\npreestablecida, a las directrices e instrucciones técnicas emanadas del Sistema Nacional\nde Áreas de Conservación y, en general, a la normativa nacional e internacional vigente\nen materia ambiental.\n\n Ficha articulo\n\nArtículo 2º—Regulaciones para el sector de playa. El\ningreso y permanencia en el sector de playa Gandoca se regirá por las siguientes\ndisposiciones:\n\na) El ingreso a la playa se realizará únicamente en los sitios y\n rutas determinados e identificados por el Ministerio del Ambiente y Energía.\n\nb) Durante la temporada del desove de las tortugas marinas (del 1º de\n enero al 31 de julio), no podrán estar simultáneamente en el mismo sector de playa más\n de cincuenta personas ni a lo largo de toda la playa más de ciento cincuenta personas.\n\nc) Horario de visitantes: No se permitirá la presencia de turistas o\n personas no autorizadas en la playa durante la noche, entre las dieciocho horas y las\n cinco de la mañana.\n\nd) A tal efecto, el Área de Conservación realizará una zonificación\n técnica del sector, estableciendo zonas de uso intensivo, extensivo, especial\n (administrativo), uso restringido y uso prohibido, de conformidad con el Plan de Manejo.\n\ne) La Administración señalara debidamente y dictará las normas de\n uso de las zonas aptas para acampar, para bañarse en el mar, realizar recorridos de\n observación de delfines, arrecifes y otras bellezas naturales del sitio.\n\nf) No se permitirá ningún tipo de actividad recreativa en la zona de\n las dunas de la playa.\n\ng) Durante la temporada del 1º de agosto al 31 de diciembre, el\n ingreso -previo pago de la tarifa de ingreso,- no se requerirá la presencia de un guía\n para transitar por la playa.\n\nh) Los albergues para atención de visitantes en la zona deberán\n cumplir o adaptarse con las facilidades mínimas exigidas por los manuales de calidad del\n Sistema Nacional de Áreas de Conservación.\n\ni) La utilización para consumo doméstico de los recursos naturales en\n este sector del Refugio será permitida únicamente para satisfacer necesidades de\n subsistencia de la comunidad en la medida que los estudios técnicos realizados por el\n Sistema Nacional de Áreas de Conservación u otras instituciones especializadas\n consideren que no se pone en peligro o amenaza dicho recurso.\n\nj) Se prohíbe la venta y consumo de bebidas alcohólicas en la playa,\n laguna y otros lugares dentro del Refugio de Vida Silvestre.\n\n Ficha articulo\n\nArtículo 3º—Regulaciones para la Laguna de Gandoca. El\ningreso y permanencia en el sector de la Laguna de Gandoca se regirá por las siguientes\ndisposiciones:\n\na) Los vehículos automotores no podrán tener acceso más allá del\n límite señalado por la Administración del Refugio;\n\nb) Únicamente se permitirá el uso de embarcaciones de remos o movidas\n por medios no contaminantes del ambiente. Se prohíbe en la laguna aquellos vehículos con\n motores impulsados por hidrocarburos.\n\nc) Quedan prohibidas todas aquellas actividades que, en cualquier\n forma, pongan en peligro la vida silvestre de la laguna.. En caso de duda, deberá\n consultarse y obtenerse una autorización previa para la realización de las actividades.\n\n Ficha articulo\n\nArtículo 4º—Tarifas. La visitación y demás actividades\ndesarrolladas en el sector de playa y a la Laguna de Gandoca se regirá por las normas\ntarifarias que al efecto establezca el Sistema Nacional de Áreas de Conservación del\nMinisterio del Ambiente y Energía.\n\n Ficha articulo\n\nArtículo 5º—Deberes de los guías. Los guías deberán:\n\n- Comprometerse a respetar todas las reglas que se dicten para proteger\n a la tortuga en el proceso de desove.\n\n- Portar identificación.\n\n- Velar porque los visitantes adquieran los tiquetes de ingreso.\n\n- Reportar semanalmente el número de visitantes, sitios de anidación.\n\n- Respetar las limitaciones necesarias para una adecuada anidación.\n\n- Evitar cualquier daño a los recursos naturales.\n\n- Denunciar cualquier situación anómala.\n\n- Brindar información veraz al visitante.\n\nEn su carácter de vigilantes de los recursos naturales, realizarán\nlabores de prevención y deberán denunciar a cualquier persona que incumpla con la\nnormativa ambiental vigente.\n\nDeberán acatar las recomendaciones del Encargado del Refugio Nacional\nde Vida Silvestre Gandoca Manzanillo, y aquellas en materia técnica acordadas por el\nComité Zonal, en tanto estén acordes con la legislación vigente.\n\nLa Administración en conjunto con la comunidad y organizaciones no\ngubernamentales presentes en la zona promoverán un Programa de Capacitación de Guías\nNaturalistas, tanto para los habitantes de la comunidad como para los visitantes.\n\n Ficha articulo\n\nArtículo 6º—Derechos y deberes de los visitantes:\n\nLos visitantes podrán realizar todas aquellas actividades que no\n estén expresamente prohibidas y que no atenten contra los recursos naturales.\n\nTendrán derecho a la información sobre las regulaciones en el sitio,\n por lo cual pueden acudir a las oficinas del Ministerio del Ambiente y Energía.\n\nAdemás, deberán respetar el Reglamento de Uso y demás directrices\n dictadas por el Sistema Nacional de Áreas de Conservación.\n\nDurante la temporada del desove, únicamente podrán ingresar a\n observarlas previo pago de la tarifa y acompañados por un guía.\n\n Ficha articulo\n\nArtículo 7º—Facultades y deberes del Comité Zonal de Gandoca:\n\nAdemás de las funciones generales asignadas al Comité Zonal de\n Gandoca, creado mediante Decreto Nº 25595-MINAE, le corresponderá:\n\n- Modificar los horarios de visitación, según la temporada, ante\n circunstancias especiales;\n\n- Determinar la cantidad máxima de turistas por guía.\n\n- Determinar la capacitación mínima para acceder a la acreditación\n como guía.\n\n- Otorgar y retirar las credenciales a los guías.\n\n                    -\nModificar, previo dictamen técnico, las regulaciones de uso\n\n Ficha articulo\n\n    Artículo\n8°- Se deroga el Decreto N° 23069-MIRENEM\n\n Ficha articulo\n\nArtículo 9º—Rige a partir de su publicación\n\n Ficha articulo\n\nFecha de generación: 6/5/2026 23:20:03\n\n Ir al principio del documento", "body_en_text": "Remember that Control F is an option that allows you to search\n the entire text\n\n Go to the end of the document\n\n - You are viewing the latest version of the regulation\n -\n\n Full Text of Regulation 29019\n\n Regulation for Participatory Management of Natural Resources in the Gandoca Manzanillo\nWildlife Refuge, Gandoca Sector\n\nFull Text of record: 3DA62\n\nEXECUTIVE BRANCH\n\nDECREES\n\nNo. 29019-MINAE\n\nTHE PRESIDENT OF THE REPUBLIC\n\nAND THE MINISTER OF ENVIRONMENT AND ENERGY\n\nUsing the powers conferred by Article 140, subsections 3)\nand 18) of the Political Constitution, Organic Environmental Law No. 7554, and Biodiversity\nLaw No. 7788.\n\nConsidering:\n\n1º—The Political Constitution of the Republic of Costa Rica,\nestablishes in its Article 50 that the Costa Rican State must ensure the constitutional\nright of every citizen to a healthy, ecologically balanced, and environmentally\nsustainable environment, understood as development that meets basic human needs without\ncompromising the options of future generations.\n\n2º—In accordance with Article 6 of the Organic Environmental\nLaw No. 7554, the State must promote the active and organized participation of the\ninhabitants of the Republic in decision-making and actions aimed at protecting and\nimproving the environment, through regional and local bodies with broad involvement\nof civil society, which, in coordination with public and private institutions,\npromote rational management of natural resources.\n\n3º—Article 101 of the Biodiversity Law No. 7788 establishes\nthat community participation in the conservation and sustainable use of biological\ndiversity must be encouraged through technical assistance and corresponding legal\nincentives, especially in areas where endangered, endemic, or rare species have been\nidentified.\n\n4º—The Gandoca-Manzanillo National Wildlife Refuge was\ncreated by Decree No. 16614-MAG of July 1, 1985, in consideration of the\nuniquely valuable natural resources, including mangroves, forests, and coral reefs,\nas well as for being one of the few nesting beaches in the world for the\nleatherback sea turtle.\n\n5º—With the ratification by the Government of Costa Rica of\nthe Ramsar Convention in 1991, the main wetlands in said Refuge were\nincluded within the list of Ramsar Wetlands of International Importance due to their\nparticular biophysical characteristics; their flora (dominant vegetation: yolillo, orey,\npalma real, red mangrove, cativo, gavilán, sangrillo, cerillo, caobilla, fruta dorada,\ngarrobo, bala de cañon, turtle grass) and fauna is highly diverse, including fish, birds,\nreptiles, and mammals, corals, mollusks, crustaceans, cambute, lobster, jaiba, land\ncrab, pargo, róbalo, mojarra, peregrine falcon, brown pelican, howler monkey,\npizote, raccoon, martilla, tepezcuintle, guatusa, saíno, anteater, león breñero, endemic\nspecies (mojarra, olomina), threatened species (green iguana, caiman, crocodile,\nosprey, spider monkey, white-faced monkey, otter, tapir, chacho de monte, serafín\ndel platanar, white-tailed deer), and endangered species (manatee, jaguar,\npuma, margay).\n\nAdditionally, six species of marine turtles come to nest on Costa Rican\nbeaches: hawksbill turtle (Eretmochelys imbricata), loggerhead turtle (Dermochelys\ncaretta), olive ridley turtle (Lepidochelys olivacea), leatherback turtle (Dermochelys\ncoriacea), green sea turtle (Chelonia mydas), Pacific green turtle (Chelonia\nagassizii), all of these species in critical condition due to their uncontrolled\nexploitation.\n\n6º—By Executive Decree No. 23069-MIRENEM of April 5,\n1994, in order to control the massive influx of people to the Gandoca Beach area, it\nwas declared that access to said area during the nesting season for sea\nturtles of the leatherback, green, hawksbill, and loggerhead species—the period between March\n1 and October 31 of each year—is restricted. At the same time, entry and\npermanence controls at the site are established, with duly identified guides.\n\n7º—By Executive Decree No. 25595-MINAE of October 11,\n1996, the Advisory Committee of the Gandoca Manzanillo National Wildlife Refuge\nwas created, as well as the Gandoca Zonal Committee, to carry out, among others, the\nfollowing actions: co-managing with MINAE the execution of the area's management plan,\nserving as a community discussion forum regarding the administration of the refuge and the\nexecution of the management plan, monitoring and controlling those actions that impact\nthe ecological resources in said locality, and analyzing and recommending requests for\npermits regarding the area's resources.\n\n8º—Law No. 7906 approves the Inter-American Convention for the\nProtection and Conservation of Sea Turtles, whose objective is to promote the\nprotection, conservation, and recovery of sea turtle populations and the\nhabitats on which they depend, based on the most reliable scientific data\navailable and considering the environmental, socioeconomic, and cultural characteristics\nof the countries.\n\n9º—Costa Rica is a signatory to various international\nagreements, among them the Convention on International Trade in Endangered\nSpecies of Wild Fauna and Flora (CITES), the Convention on Wetlands of\nInternational Importance especially as Waterfowl Habitat (RAMSAR),\nthe Convention on Biological Diversity, the Convention for the Conservation of\nBiodiversity and Protection of Priority Wilderness Areas in Central America,\nand the Cartagena Convention on Marine Waste Discharges, all aimed at the\nconservation of natural resources.\n\nLikewise, Costa Rica promotes a cooperation agreement for the\nconservation of sea turtles on the Caribbean coast of Costa Rica, Nicaragua, and\nPanama, given that it is a migratory species whose protection must be established at the\ninternational level.\n\n10.—Decree No. 23069-MIRENEM of February 24, 1994, regulates\nthe massive influx of people to the Gandoca beach area during the nesting season of the\nleatherback, green, hawksbill, and loggerhead turtles, which runs from March 1 to October\n31 of each year. Changes in circumstances over the five years necessitate a\nreview of natural resource management policies, incorporating\ncivil society into their protection. Therefore,\n\nThey decree:\n\nRegulation for the Participatory Management of Natural Resources in the\nGandoca Manzanillo Wildlife Refuge, Gandoca Sector\n\nArticle 1—Objective. The purpose of this Regulation\nis to foster the comprehensive and sustainable management of natural resources in the beach\nand Gandoca Lagoon sector within the Gandoca-Manzanillo Wildlife Refuge, with\nthe active participation of civil society and fundamentally of local\norganizations.\n\nAll activities carried out within the Refuge must conform to the\nconditions contained in the Refuge's Management Plan, the pre-established zoning,\nthe technical guidelines and instructions issued by the National\nSystem of Conservation Areas, and, in general, to the national and international regulations\nin force on environmental matters.\n\n Article file\n\nArticle 2—Regulations for the beach sector. Entry\nand permanence in the Gandoca beach sector shall be governed by the following\nprovisions:\n\na) Access to the beach shall only be made at the sites and\n routes determined and identified by the Ministry of Environment and Energy.\n\nb) During the sea turtle nesting season (from January 1\n to July 31), no more than fifty people may be simultaneously in the same beach sector\n nor more than one hundred fifty people along the entire beach.\n\nc) Visitor hours: The presence of tourists or\n unauthorized persons on the beach at night, between six o'clock in the evening and\n five o'clock in the morning, is not permitted.\n\nd) For this purpose, the Conservation Area shall carry out a technical zoning\n of the sector, establishing zones of intensive use, extensive use, special\n (administrative) use, restricted use, and prohibited use, in accordance with the Management Plan.\n\ne) The Administration shall duly mark and dictate the norms for\n use of zones suitable for camping, swimming in the sea, and conducting tours for\n observing dolphins, reefs, and other natural beauties of the site.\n\nf) No type of recreational activity shall be permitted in the\n beach dune zone.\n\ng) During the season from August 1 to December 31, entry\n —upon prior payment of the entry fee— shall not require the presence of a guide\n to walk along the beach.\n\nh) Shelters for visitor services in the zone must\n comply with or adapt to the minimum facilities required by the quality manuals of the\n National System of Conservation Areas.\n\ni) The use for domestic consumption of natural resources in\n this sector of the Refuge shall only be permitted to satisfy subsistence needs of the\n community to the extent that technical studies carried out by the National System\n of Conservation Areas or other specialized institutions deem that said resource is\n not endangered or threatened.\n\nj) The sale and consumption of alcoholic beverages on the beach,\n lagoon, and other places within the Wildlife Refuge is prohibited.\n\n Article file\n\nArticle 3—Regulations for the Gandoca Lagoon. Entry\nand permanence in the Gandoca Lagoon sector shall be governed by the following\nprovisions:\n\na) Motor vehicles may not have access beyond the\n limit indicated by the Refuge Administration;\n\nb) Only the use of rowing vessels or those powered by\n environmentally non-polluting means is permitted. Vehicles with engines\n powered by hydrocarbons are prohibited in the lagoon.\n\nc) All activities that, in any\n way, endanger the wildlife of the lagoon are prohibited. In case of doubt,\n prior authorization must be sought and obtained for carrying out the activities.\n\n Article file\n\nArticle 4—Fees. Visitation and other activities\ncarried out in the beach and Gandoca Lagoon sector shall be governed by the fee\nregulations established for this purpose by the National System of Conservation Areas of the\nMinistry of Environment and Energy.\n\n Article file\n\nArticle 5—Duties of the guides. Guides must:\n\n- Commit to respecting all rules issued to protect\n the turtle during the nesting process.\n\n- Carry identification.\n\n- Ensure that visitors purchase entry tickets.\n\n- Report weekly the number of visitors and nesting sites.\n\n- Respect the necessary limitations for adequate nesting.\n\n- Avoid any damage to natural resources.\n\n- Report any anomalous situation.\n\n- Provide truthful information to the visitor.\n\nIn their capacity as monitors of natural resources, they shall carry out\nprevention work and must report any person who fails to comply with the\nenvironmental regulations in force.\n\nThey must abide by the recommendations of the Person in Charge of the Gandoca\nManzanillo National Wildlife Refuge, and those on technical matters agreed upon by the\nZonal Committee, as long as they are in accordance with current legislation.\n\nThe Administration, jointly with the community and non-governmental\norganizations present in the area, shall promote a Training Program for Naturalist\nGuides, both for the inhabitants of the community and for visitors.\n\n Article file\n\nArticle 6—Rights and duties of visitors:\n\nVisitors may carry out all those activities that are not\n expressly prohibited and that do not threaten natural resources.\n\nThey shall have the right to information about the regulations on the site,\n for which they can go to the offices of the Ministry of Environment and Energy.\n\nFurthermore, they must respect the Use Regulation and other guidelines\n issued by the National System of Conservation Areas.\n\nDuring the nesting season, they may only enter to\n observe them upon prior payment of the fee and accompanied by a guide.\n\n Article file\n\nArticle 7—Powers and duties of the Gandoca Zonal Committee:\n\nIn addition to the general functions assigned to the Gandoca Zonal\n Committee, created by Decree No. 25595-MINAE, it shall be responsible for:\n\n- Modifying visiting hours, according to the season, in the face of\n special circumstances;\n\n- Determining the maximum number of tourists per guide.\n\n- Determining the minimum training required to obtain accreditation\n as a guide.\n\n- Granting and revoking credentials for guides.\n\n -\nModifying, upon prior technical opinion, the use regulations\n\n Article file\n\n Article\n8°- Decree No. 23069-MIRENEM is hereby repealed\n\n Article file\n\nArticle 9—Shall be effective upon publication\n\n Article file\n\nGeneration date: 6/5/2026 23:20:03\n\n Go to the beginning of the document" }
