Hubert Araya Umaña,\nJefe del Departamento de Desarrollo e Investigación a efecto que presente la\npropuesta de Plan de Ordenamiento Pesquero para el establecimiento del Área\nMarina de Pesca Responsable de las comunidades de Palito y Montero, Isla de\nChira, misma que fue remitida mediante oficio DDI/022-2012 de fecha 19 de marzo\ndel 2012.\n\n2º-Que el Área Marina\nde Pesca Responsable de las comunidades de Palito y Montero, Isla de Chira, que\nse pretende determinar y desarrollar permite:\n\n-    Reconocer la importancia de la pesca\nartesanal como una actividad económica relevante para la creación de empleo,\nseguridad alimentaria y la erradicación de la pobreza en las poblaciones\ncosteras.\n\n-    Determinar y regular las artes y métodos de\npesca a utilizar en el área.\n\n-    Conservar y aprovechar de una manera\nsostenible los recursos marinos del área.\n\n-    Reconocer el aporte a la conservación de la\nbiodiversidad marina que realizan los pescadores artesanales que pertenecen a\nlas Asociaciones de Pescadores Cuerderos de Palito y de la comunidad de Montero\nde la Isla.\n\n-    Ejercer un control y vigilancia en conjunto\ncon las instituciones gubernamentales que tenga que ver con el funcionamiento\ndel manejo del Área Marina de Pesca Responsable.\n\n-    Certificar el producto capturado con cuerda\na mano como un producto de mejor calidad que el capturado con otras artes de\npesca y que es un producto sostenible.\n\n-    Gestionar apoyo financiero y técnico para\nlas diferentes necesidades que se requiera en el manejo adecuado del Área\nMarina de Pesca Responsable.\n\n-    Desarrollar proyectos prototipos\nrelacionados con la maricultura.\n\n-    Desarrollo de proyectos turísticos en\narmonía con la naturaleza.\n\n3º-Igualmente dentro que el Área Marina de Pesca Responsable a establecer,\nsea evaluada y apoyada como un nuevo modelo de gestión y regulación del\naprovechamiento de los recursos marino-costeros que apoye su conservación y su\nutilización sostenible.\n\n-    Realizar en conjunto con las Asociaciones un\ncontrol y vigilancia que garanticen el cumplimiento de las leyes vigentes.\n\n-    Apoyo para el fortalecimiento de un Sistema\nde Información (base de datos), desarrollo de capacidad tecnológica,\ncapacitaciones y de control para el adecuado seguimiento a esta iniciativa y a\nsu código de pesca responsable.\n\n-    Apoyar el acopio, proceso y comercialización\nde productos pesqueros que mejore la manipulación, inocuidad, valor agregado y\ngeneración de ingresos.\n\n-    Actividades orientadas al desarrollo\nturístico de la Isla,\na cargo de los propios pobladores.\n\n4º-Debidamente escuchadas las argumentaciones y la presentación realizada\npor el Departamento de Desarrollo e Investigación de la ampliación del Área\nMarina de Pesca Responsable hacia Montero y la aprobación del Plan de\nOrdenamiento y Seguimiento del Área Marina de Pesca Responsable,\nla Junta Directiva. Hubert Araya Umaña, Head of the Development and Research Department, for the purpose of presenting the proposal for the Fisheries Management Plan for the establishment of the Responsible Fishing Marine Area for the communities of Palito and Montero, Isla de Chira, which was submitted via official communication DDI/022-2012 dated March 19, 2012.\n\n2º-That the Responsible Fishing Marine Area for the communities of Palito and Montero, Isla de Chira, which is intended to be defined and developed, allows for:\n\n-    Recognizing the importance of artisanal fishing as a significant economic activity for job creation, food security, and poverty eradication in coastal populations.\n\n-    Determining and regulating the fishing gear and methods to be used in the area.\n\n-    Conserving and sustainably utilizing the marine resources of the area.\n\n-    Recognizing the contribution to marine biodiversity conservation made by the artisanal fishers who belong to the Asociaciones de Pescadores Cuerderos de Palito and the community of Montero on the Island.\n\n-    Exercising control and surveillance jointly with government institutions involved in the operational management of the Responsible Fishing Marine Area.\n\n-    Certifying the product caught with handline (cuerda a mano) as a product of higher quality than that caught with other fishing gear and as a sustainable product.\n\n-    Securing financial and technical support for the various needs required for the proper management of the Responsible Fishing Marine Area.\n\n-    Developing prototype projects related to mariculture.\n\n-    Developing tourism projects in harmony with nature.\n\n3º-Likewise, that the Responsible Fishing Marine Area to be established be evaluated and supported as a new model for the management and regulation of the use of marine-coastal resources, supporting their conservation and sustainable use.\n\n-    Carrying out control and surveillance jointly with the Associations to ensure compliance with current laws.\n\n-    Support for strengthening an Information System (database), development of technological capacity, training, and control for adequate follow-up on this initiative and its responsible fishing code.\n\n-    Supporting the collection, processing, and marketing of fishery products to improve handling, safety (inocuidad), added value, and income generation.\n\n-    Activities aimed at the tourism development of the Island, managed by the residents themselves.\n\n4º-Having duly heard the arguments and the presentation made by the Development and Research Department regarding the expansion of the Responsible Fishing Marine Area toward Montero and the approval of the Management and Follow-up Plan for the Responsible Fishing Marine Area, the Board of Directors. Therefore,\n\nAGREES:\n\n1-         To approve the expansion of the Palito Responsible Fishing Marine Area toward Montero, Isla de Chira, in accordance with the Management and Follow-up Plan presented by MSc.
