  "body_en_text": "in the entirety of the text\n\n                    -\n\n                        Complete Text of Regulation 19\n\n                        Formalizes the Río Naranjo Biological Corridor\n\nComplete Text of record: EC024\n\n    NATIONAL SYSTEM OF CONSERVATION AREAS\n\nR-SINAC-CONAC-19-2012.—The National Council of\nConservation Areas, in accordance with Agreement No. 18 of\nOrdinary Session\nNo. 05-2012 held on May 28, 2012, and in compliance with Article\n12 of the Regulations to the\nBiodiversity Law No. 7788, Executive Decree No. 34433-MINAE, approves and issues the\nfollowing:\n\n    OFFICIALIZATION\nOF THE\n\n    RÍO NARANJO BIOLOGICAL\nCORRIDOR\n\n    Whereas:\n\n1°—That by means of Executive Decree No.\n33106-MINAE, published in\nLa Gaceta No. 103 of May 30, 2006, the\nNational Program of Biological Corridors: a Strategy for the Conservation of\nBiodiversity was created;\nwhich shall have a long-term Strategic Plan. It shall be implemented through\nthe National System of Conservation Areas (SINAC), which must provide\nsustainability to the Program, including its actions in its action plans\nand in its functional, administrative, and financial structure.\n\n2°—That\nthrough Executive Decree No. 34433-MINAE, published in\nLa Gaceta No. 68 of\nApril 8, 2008, the definition\nof biological corridor is officially established for the first time for Costa Rica in Article 3 subsection b).\n\n3°—That\nArticle 22 of the Biodiversity\nLaw No. 7788, published in\nLa Gaceta No. 101 of May 27, 1998,\nestablishes the National System of Conservation Areas as a deconcentrated\nand participatory institution, with instrumental legal personality, which\nintegrates the competencies in forestry, wildlife, and protected wilderness areas matters,\nprotection and conservation of the use of watersheds and\nhydric systems, of the Ministry of Environment, Energy, and Telecommunications\n(MINAET), for the purpose of issuing policies, planning, and executing processes\naimed at achieving sustainability in the management of Costa Rica's natural resources.\n\n4°—That\nthrough Administrative Resolution No. R-SINAC-CONAC-013-2009, published in the\nOfficial Gazette La Gaceta\nNo. 72 of April 15, 2009, were established for the first\ntime, the Guidelines for\nthe Officialization of Biological Corridors in Costa\nRica.\n\n5°—That\nAdministrative\nResolution No. R-SINAC-CONAC-028-2011, published in the Official Gazette\nLa Gaceta No. 181 of\nSeptember 21, 2011, based on Agreement No. 12 of ordinary session\nNo. 05-2011 of May 30, 2011, of CONAC agreed to approve modifications to\nResolution No. R-SINAC-CONAC-013-2009.\n\n    Considering:\n\nSole.—That in accordance with Article 12\nsubsection of the Regulations to the Biodiversity\nLaw, Executive Decree No. 34433-MINAE published in\nLa Gaceta No. 68 of\nApril 08, 2008, the National Council of Conservation Areas (CONAC),\nthrough Agreement No. 18 of ordinary session No. 05-2012 held on May 28 of\n2012, reviewed the administrative file of the Río\nNaranjo Biological Corridor, demonstrating compliance with the different requested\nrequirements, as well as the required process, for the officialization and issuance\nof this resolution.
