La Ley 9079 modifica la Ley 8021, que declaró al Parque Metropolitano La Sabana «Padre Chapuí» como parque de interés nacional. Introduce tres nuevas causales para decretar el cierre del parque ante actividades de riesgo: eventos de emergencia nacional, amenazas a la seguridad o integridad física de los visitantes, y actividades que pongan en peligro las instalaciones o los recursos naturales del parque. La reforma faculta a la administración del Instituto Costarricense del Deporte y la Recreación (ICODER) para ordenar el cierre preventivo, estableciendo un mecanismo ágil de protección sin necesidad de otros instrumentos legales complementarios. La ley consta de un único artículo que adiciona los supuestos al artículo 10 de la ley original, y establece su vigencia a partir de su publicación en La Gaceta.

ARTÍCULO ÚNICO.- Adiciónanse cuatro párrafos al artículo 10 de la Ley de Protección del Parque Metropolitano La Sabana, ley N.° 8021, que se leerán de la siguiente manera:

“También se podrá decretar el cierre del parque cuando se realicen actividades que representen riesgo para el parque, de acuerdo con lo que se detalla a continuación:
a) Ante la declaratoria de un evento de emergencia nacional, o bien, cuando se presenten fenómenos naturales cuyo impacto pueda causar daños.
b) Cuando la realización de alguna actividad pueda afectar la seguridad o la integridad física de los visitantes del parque.
c) Cuando la realización de alguna actividad ponga en peligro las instalaciones del parque o sus recursos naturales.”

SOLE ARTICLE.- Four paragraphs are added to Article 10 of the La Sabana Metropolitan Park Protection Law, No. 8021, which shall read as follows:

“The park may also be ordered closed when activities posing a risk to the park are carried out, in accordance with the following:
a) Upon declaration of a national emergency event, or where natural phenomena occur whose impact may cause damage.
b) Where the carrying out of any activity may affect the safety or physical integrity of park visitors.
c) Where the carrying out of any activity endangers the park's facilities or its natural resources.”
