Este decreto ejecutivo establece las disposiciones para el fomento forestal y el pago de servicios ambientales (PSA) durante el año 2013 en Costa Rica. Define los montos, prioridades y modalidades de contratos PSA bajo el marco del Fondo Nacional de Financiamiento Forestal (FONAFIFO). Detalla los valores por hectárea según tipo de bosque y modalidad (protección, reforestación, regeneración natural, sistemas agroforestales) y la distribución de recursos entre organizaciones autorizadas. Asimismo, regula los certificados de origen para madera en rollo proveniente de sistemas agroforestales y la administración de los recursos de los contratos PSA. La norma busca incentivar la conservación de bosques primarios y secundarios, la recuperación de áreas degradadas y la producción forestal sostenible, alineándose con la Ley Forestal 7575 y la Ley de Biodiversidad 7788. Es una norma de carácter anual que deroga el decreto del año anterior y establece el régimen vigente para las contrataciones y pagos de servicios ambientales en 2013.

Artículo 1º—Los recursos de pago de servicios ambientales que se destinarán al fomento de la actividad forestal durante el año 2013, hasta por un monto máximo de cuatro mil quinientos millones de colones exactos (¢4.500.000.000.00), serán aportados con cargo a los recursos propios del Fondo Nacional de Financiamiento Forestal (FONAFIFO).

Artículo 2º—Los montos de pago de servicios ambientales por hectárea (PSA/Ha), según la modalidad, serán los siguientes:

Modalidad Protección de bosque: ¢320.000,00 por hectárea.
Reforestación: ¢745.547,00 por hectárea.
Regeneración Natural en potreros: ¢205.000,00 por hectárea.
Sistemas Agroforestales: Monto a distribuir ¢1.433,00 por árbol individual, con un máximo de 275 árboles por hectárea, tres árboles, en sistemas en callejones, el monto es por hilera de árboles así: 800 árboles por kilómetro lineal, para un monto de ¢1.146.400,00.
English (translation)
Article 1—The payment for environmental services resources to be allocated for the promotion of forestry activity during the year 2013, up to a maximum amount of four billion five hundred million colones exactly (¢4,500,000,000.00), shall be contributed from the own resources of the National Forest Financing Fund (FONAFIFO).

Article 2—The amounts of payment for environmental services per hectare (PSA/Ha), by modality, shall be as follows:

Forest Protection modality: ¢320,000.00 per hectare.
Reforestation: ¢745,547.00 per hectare.
Natural Regeneration in pastures: ¢205,000.00 per hectare.
Agroforestry Systems: Amount to distribute ¢1,433.00 per individual tree, with a maximum of 275 trees per hectare, three trees, in alley cropping systems, the amount is per tree row as follows: 800 trees per linear kilometer, for an amount of ¢1,146,400.00.
