Español (source)Artículo 1º.-Créase el Refugio Nacional de Fauna Silvestre Golfito que comprende el terreno ubicado dentro de la siguiente demarcación... El área aproximada del Refugio Golfito es de 1 309 hectáreas 900 metros cuadrados.
Considerando:
1º.-Que los bosques húmedos tropicales continúan desapareciendo rápidamente de nuestro planeta, sin conocerse aún su compleja estructura y organización biológica y en consecuencia su valor como regulador ambiental.
2º.-Que dicha área constituye un núcleo muy importante para la conservación de la fauna nativa, entre la cual se encuentran varias especies en peligro de extinción.
3º.-Que para la ciudad de Golfito la conservación y el adecuado ordenamiento de este bosque son fundamentales, pues nuestras pendientes muy altas y suelos fácilmente erosionables, por lo que la destrucción de este bosque o su extrema alteración constituirán una seria amenaza para dicha localidad.
English (translation)Article 1.—The Golfito National Wildlife Refuge is hereby created, comprising the land located within the following demarcation... The approximate area of the Golfito Refuge is 1,309 hectares and 900 square meters.
Considering:
1. That tropical rainforests continue to disappear rapidly from our planet, without our yet knowing their complex biological structure and organization, and consequently their value as an environmental regulator.
2. That said area constitutes a very important nucleus for the conservation of native fauna, among which are several endangered species.
3. That for the city of Golfito the conservation and proper management of this forest are fundamental, given our very steep slopes and easily eroded soils, so that the destruction of this forest or its extreme alteration will constitute a serious threat to said locality.

En ejercicio de las
facultades que les confiere el artículo 140, incisos 3) y 18)de la Constitución
Política y de conformidad con lo dispuesto en el artículo 18 de la Ley de
Conservación de la Fauna Silvestre, Nº 6919 del 11 de enero de 1984, y
Considerando:
1º.-Que los bosques
húmedos tropicales continúan desapareciendo rápidamente de nuestro planeta, sin
conocerse aún su compleja estructura y organización biológica y en consecuencia
su valor como regulador ambiental.
2º.-Que dicha área
constituye un núcleo muy importante para la conservación de la fauna nativa,
entre la cual se encuentran varias especies en peligro de extinción.
3º.-Que para la
ciudad de Golfito la conservación y el adecuado ordenamiento de este bosque son
fundamentales, pues nuestras pendientes muy altas y suelos fácilmente
erosionables, por lo que la destrucción de este bosque o su extrema alteración
constituirán una seria amenaza para dicha localidad.
4º.-Que un desarrollo
y ordenamiento racional de esta área influirá en el mejoramiento social
económico y político de la región.
Por tanto,
DECRETAN:
Artículo 1º.-Créase el Refugio Nacional de Fauna Silvestre Golfito que comprende el terreno ubicado
dentro de la siguiente demarcación, basada en los mapas topográficos, escala 1:50.000 del Instituto
Geográfico Nacional denominadas Golfito 3541 I y Piedras Blancas 3342 II; partiendo de un punto
ubicado en el puente sobre el río Cañaza en el camino de Golfito a playa Cacao en las coordenadas
289070 N y 553300 E, de aquí continúa el límite por el camino con una distancia de 3946 metros hasta
otro puente sobre una quebrada sin nombre, en el punto de coordenadas 289130 N y 553690 E, sigue
aguas abajo por dicha quebrada hasta el punto de coordenadas 288960 N y 553760 E, donde se encuentra
con el mar. Continúa por la línea de costa hasta el punto de coordenadas 288120 N y 553640.
Continúa luego con rumbo N 74° 17' W hasta el punto de coordenadas 288300 N y 553000 E a una
distancia de 664,8 metros; sigue con un rumbo sur franco y a una distancia de 350,0 metros hasta el
punto de coordenadas 287950 N y 55300 E correspondiente ala curva de nivel de 100 m (snm).
Continúa con rumbo S 76° 53' W a una distancia de 1 499,1 metros hasta encontrar el punto de
coordenadas 287610 N y 551540 E punto que corresponde a la curva de nivel de 100 m (snm); de aquí
con un rumbo N 46° 05' W y a una distancia de 749,7 metros alcanza al ribera norte de la quebrada
Pila en el punto de coordenadas 288130 N y 551000 E, continúa aguas abajo por dicha quebrada hasta
llegar al cruce de ésta con un camino en el punto de coordenadas 288360 N y 551760 E, de aquí sigue
con un rumbo N 82° 20' W a la curva de nivel de 200 m (snm) a una distancia de 1 049,4 m en el punto
de coordenadas 255800 N y 550720 E, continúa con rumbo N 20° 48' E hasta alcanzar la ribera sur de
la quebrada Corozal a una distancia de 534,9 m en el punto de coordenadas 289000 N y 550910 E de
donde toma rumbo S 62° 48' W a una curva de nivel de 100 m (snm) a una distancia de 214,7 m continúa
por una pequeña quebrada sin nombre al punto de coordenadas 288590 N y 550450 E, continúa con rumbo
S 86° 43' W a la curva de nivel de los 200 m (snm) en el punto de coordenadas 288570 N y 550100 E;
sigue el rumbo N 06° 00' W a un punto de la misma curva de nivel a una distancia de 191 1 m en las
coordenadas 288760 N y 550080 E, sigue luego en la misma curva de nivel a 78,1 m y con rumbo N 39°
48' E al punto de coordenadas 288820 N y 550130 E, continúa luego con rumbo N 74° 03' W hasta la
quebrada Corozal a una distancia de 200 m el punto de coordenadas 288880 N y 549920 E de donde
continúa con los siguientes rumbos y distancias:

E; sigue el punto de coordenadas 286920 N y 556080 E, continúa por el camino
con rumbo N 45° 00' W a una distancia de 226,3 metros hasta el punto de
coordenadas 287080 N y 555920 E; sigue por una calle de cuadrante hasta el
punto de coordenadas 287300 N y 556040 E; continúa por los siguientes rumbos y
distancias:

Cañaza en el punto de coordenadas 289620 N y 553130 E; continúa aguas abajo por este río hasta
encontrar el punto de inicio en el punto de coordenadas 289070 N 553300 E.
El área aproximada
del Refugio Golfito es de 1 309 hectáreas 900 metros cuadrados.
(Nota
de Sinalevi: Mediante el artículo 1° del decreto ejecutivo N° 16912 del 13 de
marzo de 1986, se acordó ampliar el Refugio Nacional de Fauna Silvestre
Golfito, de la siguiente manera: "con los terrenos comprendido dentro de los
siguientes linderos, según las hojas cartográficas, denominadas Golfito 3541 I
y Piedras Blancas 3542 II, del Instituto Geográfico Nacional definidos por las
coordenadas que se indican a continuación: Partiendo de un punto ubicado en el
puente sobre el río Cañaza en el camino Golfito-Playa
Cacao en las coordenadas 289070 N y 553300 E; continúa el límite por la margen
sur del camino con rumbo general NE hasta otro puente sobre una quebrada sin
nombre en el punto coordenadas 289130 N y 553690 E; sigue aguas abajo por dicha
quebrada hasta el punto de coordenadas 288960 E donde se encuentra con el mar.
Continúa por la línea de costa hasta el punto de coordenadas 288220 N y 548580
E. A partir de este último punto sigue el límite por la divisaría de aguas
tocando los siguientes puntos con coordenadas:

De este último punto se continúa por el camino que
conduce a Golfito hasta el punto de coordenadas 285880 N y 557520 E, punto este
ubicado en la curva inmediatamente anterior a la Escuela de Kilómetro 3. A
partir de aquí, el lindero del refugio corresponde a una línea imaginaria,
distante 40 metros de la línea frontal de propiedad, que corre paralela tanto
al camino que conduce a Golfito como también paralela al desarrollo urbano
actual que se localice en este trayecto. Este lindero mantiene las
características descritas hasta un punto de coordenadas 289400 N y 553800 E.
Continúa el límite hasta una quebrada sin nombre localizada en el punto de
coordenadas 289400 N y553710 E; luego, aguas abajo por dicha quebrada hasta
encontrar un punto de coordenadas 289280 N y 553630 E.
A partir de este último punto el límite lo define una línea distante 40 m y paralela al derecho de
vía de la rotonda y luego del derecho de vía del camino que conduce a La Gamba hasta un punto en el
río Cañaza de coordenadas 289640 N y 553150 E. Continúa el límite, a partir del punto con
coordenadas 289470 N y 552960 E definido por una línea paralela al cauce del río Cañaza y distante
de éste 200 m hasta encontrar la margen sur del camino Golfito-Playa Cacao en el punto de
coordenadas 288980 N y 553140 E, sigue el límite por la margen sur de esta vía con rumbo a Golfito
hasta el límite por inicial de la presente descripción en las coordenadas 289070 N y 553300 E.
Área aproximada del refugio: 2 810 hectáreas. ")

Artículo 2º.-La
administración del Refugio Nacional de Fauna Silvestre Golfito estará a cargo
de la Subdirección General de Vida Silvestre de la Dirección General Forestal.

Universidad de Costa Rica colaborará con la Subdirección de Vida Silvestre del
Ministerio de Agricultura y Ganadería, en la planificación y ejecución de los
programas que se desarrollan dentro del área comprendida en este Decreto.

Artículo 4º.-Se crea
una Comisión Asesora, integrada por dos representantes del Ministerio de Agricultura
y Ganadería, dos representantes de la Universidad de Costa Rica y un
representante de la Municipalidad de Golfito, con el objeto de que participen
en la orientación de las políticas de desarrollo de este Refugio Nacional, para
todos los efectos, las tres entidades firmarán unconvenio
donde se detallarán las actividades y los aportes de dichos entes.

Therefore, THEY DECREE: Article 1.—The Golfito National Wildlife Refuge is hereby created, comprising the land located within the following demarcation, based on the topographic maps, scale 1:50,000, of the National Geographic Institute (IGN), named Golfito 3541 I and Piedras Blancas 3342 II; starting from a point located on the bridge over the Cañaza River on the road from Golfito to Playa Cacao at coordinates 289070 N and 553300 E, from here the boundary continues along the road for a distance of 3946 meters to another bridge over an unnamed stream (quebrada sin nombre), at the coordinate point 289130 N and 553690 E, it follows downstream along said stream (quebrada) to the coordinate point 288960 N and 553760 E, where it meets the sea. It continues along the coastline to the coordinate point 288120 N and 553640. It then continues with bearing N 74° 17' W to the coordinate point 288300 N and 553000 E at a distance of 664.8 meters; it follows with a true south bearing and at a distance of 350.0 meters to the coordinate point 287950 N and 55300 E corresponding to the 100 m contour line (meters above sea level). From here, the boundary of the refuge corresponds to an imaginary line, 40 meters distant from the front property line, which runs parallel both to the road leading to Golfito and also parallel to the current urban development found along this stretch. This boundary maintains the described characteristics up to a coordinate point 289400 N and 553800 E. The boundary continues to an unnamed stream (quebrada sin nombre) located at the coordinate point 289400 N and 553710 E; then, downstream along said stream (quebrada) until finding a coordinate point 289280 N and 553630 E. From this last point, the boundary is defined by a line 40 m distant and parallel to the right-of-way of the roundabout and then to the right-of-way of the road leading to La Gamba up to a point on the Cañaza River at coordinates 289640 N and 553150 E. The boundary continues, from the point with coordinates 289470 N and 552960 E, defined by a line parallel to the channel of the Cañaza River and 200 m distant from it until finding the south margin of the Golfito-Playa Cacao road at the coordinate point 288980 N and 553140 E, the boundary follows the south margin of this road towards Golfito up to the initial boundary of this description at coordinates 289070 N and 553300 E. Approximate area of the refuge: 2,810 hectares. ") Article record Article 2.—The administration of the Golfito National Wildlife Refuge shall be the responsibility of the General Wildlife Subdirectorate of the General Forestry Directorate. Article record Article 3.—The University of Costa Rica shall collaborate with the Wildlife Subdirectorate of the Ministry of Agriculture and Livestock, in the planning and execution of the programs developed within the area covered by this Decree. Article record Article 4.—An Advisory Commission is created, composed of two representatives from the Ministry of Agriculture and Livestock, two representatives from the University of Costa Rica, and one representative from the Municipality of Golfito, with the objective of participating in the guidance of the development policies for this National Refuge. For all purposes, the three entities shall sign an agreement detailing the activities and contributions of said entities. Article record Article 5.—It shall take effect upon its publication.
