En la Sesión Ordinaria N°9
de la Junta Directiva del Fondo Nacional de Financiamiento Forestal celebrada
el día 8 de octubre de 2025, se tomó el Acuerdo Tercero.

Considerando

1. Que mediante acuerdo
décimo segundo tomado en la Sesión Ordinaria N° 01-2020 del día 24 de enero de
2020, la Junta Directiva del Fondo Nacional de Financiamiento Forestal, aprobó
el Manual de Procedimientos para el Programa de Pago de Servicios Ambientales publicado
en el Alcance N° 87 de la Gaceta N ° 80 del 14 de abril de 2020.

2. Que mediante acuerdos
noveno y décimo de las Sesiones Ordinarias N°07-2020 y 08-2020,
respectivamente, celebradas el 12 de agosto y el 09 de setiembre del 2020, la
Junta Directiva del Fondo Nacional de Financiamiento Forestal aprobó la
modificación al Manual de Procedimientos para el Programa de Pago de Servicios
Ambientales; reforma que fue publicada en la Gaceta Nº 118 del 21 de junio del
2022.

3. Que mediante acuerdo
tercero de la sesión de la Sesión Ordinaria Nº03-2023, celebrada el 08 de marzo
de 2023, la Junta Directiva del Fondo Nacional de Financiamiento Forestal aprobó
la modificación al Manual de Procedimientos para el Programa de Pago de
Servicios Ambientales, misma que fue publicada en el Alcance N°124 a La Gaceta
N°117 del 29 de junio de 2023.

4. Que mediante acuerdo
tercero tomado en la Sesión Ordinaria Nº09-2025 del día 08 de octubre de 2025,
la Junta Directiva del Fondo Nacional de Financiamiento Forestal aprobó la
modificación al Manual de Procedimientos para el Programa de Pago de Servicios Ambientales
publicado en el Alcance número 87 de la Gaceta N ° 80 del 14 de abril de 2020 y
sus reformas, a efecto de incorporar dentro de la actividad de Sistemas
Agroforestales (SAF), la subactividad de Sistemas Productivos de Madera a Baja
Escala (SIPMABE).

5. De conformidad con lo
dispuesto en el Reglamento a la Ley N° 7575 "Ley Forestal", Decreto
Ejecutivo Nº 215721-MINAE "Reglamento a la Ley Forestal" y sus reformas,
la Junta Directiva del Fondo Nacional de Financiamiento Forestal es la
competente para emitir los procedimientos para ejecutar el Programa de Pago por
Servicios Ambientales. Por lo tanto,

La Junta Directiva del
Fondo Nacional de Financiamiento Forestal emite la siguiente modificación al
Manual de Procedimientos para el Programa de Pago de Servicios Ambientales:

Artículo 1- Adiciónese la siguiente definición técnica al artículo 2 "Definiciones
Técnicas" del Manual de procedimientos para el programa de pago de servicios
ambientales del 14 de abril de 2020 y sus reformas:

SIPMABE: Corresponde a un sistema productivo que promueve el cultivo de especies
forestales de rápido crecimiento que contribuyen a la recuperación del paisaje
y a la ruta hacia la descarbonización con un modelo de producción sostenible a
nivel de finca. Dicha subactividad podrá articularse de manera directa y complementaria
con los programas de Crédito que desarrolle la Dirección de Fomento Forestal,
con el objetivo de mejorar el flujo de caja del productor, asegurar la permanencia
de los árboles en el tiempo y maximizar la producción de madera en esquemas
sostenibles.

Artículo 2- Adiciónese el inciso 6.12 del artículo 6 "Tamaños mínimos y máximos
de proyectos PSA" del Manual de procedimientos para el Programa de Pago de
Servicios Ambientales del 14 de abril de 2020 y sus reformas:

6.12 En los proyectos SIPMABE
la cantidad mínima será de 3 hectáreas y máximo de 24 hectáreas por proyecto,
pudiendo utilizar densidades entre 625 y 833 árboles. Con un máximo de 15 000
árboles por proyecto, dispuestos en bloques o hileras. La cantidad mínima de
árboles en hileras será de 1000 árboles.

Artículo 3- Modifíquese el inciso 11.1 del artículo 11 "Valoración de los
aspectos técnicos de las solicitudes de ingreso" del Manual de
Procedimientos para el Programa de Pago de Servicios Ambientales del 14 de
abril de 2020 y sus reformas; y adiciónese el sub inciso j) del supra
mencionado inciso 11.1, a efecto de que ambos se lean de la siguiente manera:

"11.1. Para las solicitudes
de reforestación, regeneración natural, manejo de bosque, SAF-bloque, SAF,
SIPMABE y aquellas de protección en prioridad 4 cuando corresponda; recibida la
notificación de aprobación de la solicitud por aspectos legales, la Oficina
Regional le otorgará un plazo al interesado de hasta 15 días hábiles, para la
presentación de la siguiente documentación: (.)"

"j) Específicamente, en los
proyectos de reforestación y SIPMABE, se deberán incluir los resultados del
análisis de suelo, emitido por un laboratorio certificado en suelos, en
proyectos superiores a las 3 hectáreas, excluyendo las hileras. La toma de muestras
de suelo debe ser representativas del sitio."

Artículo 4- Adiciónese el numeral 17.19 al artículo 17 "De los regentes
forestales" del Manual de Procedimientos para el Programa de Pago de
Servicios Ambientales del 14 de abril de 2020 y sus reformas; cuyo texto es el
siguiente:

17.19 En los proyectos de
reforestación y SIPMABE, además del informe de regencia, el regente forestal
deberá remitir por correo electrónico, en formato digital (hoja electrónica
compatible con Excel) el detalle de las mediciones de los árboles dentro de las
PPM, según el formato de base de datos y variables establecidas en este manual
(anexo 12 Bis), la cual será con base a un formato estandarizado y oficializado
por FONAFIFO. Los datos de PPM deben remitirse individualmente por árbol evaluado
y separado por las especies consideradas en el proyecto, remitirlas 20 días hábiles
después de la fecha de medición. Las mismas deben establecerse según las técnicas
de muestreo establecidas por el Fonafifo, indicando tamaño y cantidad de parcelas
por especie, por edad, por área, por estrato u otros aspectos relacionados. El archivo
debe ser nombrado con el número de contrato y el número de desembolso (ejemplo:
SC-01-20x-0xxx-20xx_desembolso_x). La x indica el número que debe cambiarse.
Sin perjuicio de otros informes de regencia establecidos en la resolución ministerial
de cada periodo. El regente en proyectos de reforestación y SIPMABE debe
verificar que la calidad del sitio es apta para establecer los proyectos y
dejar la evidencia en el estudio técnico."

Artículo 5- Modifíquese el título del artículo 22 "Actividad reforestación y SAF
Bloque" del Manual de Procedimientos para el Programa de Pago de Servicios
Ambientales del 14 de abril de 2020 y sus reformas, y adiciónese el inciso
22.11 del supra mencionado artículo 22; cuyos textos son los siguientes

"Artículo 22. Actividad reforestación, SAF Bloque y SIPMABE"

"22.11 En los proyectos de
reforestación, rápido y mediano crecimiento y SIPMABE, solo se aceptarán
proyectos que utilicen material reproductivo con mejoramiento genético, con
tolerancia a plagas y enfermedades y con disponibilidad de semillas o clones
certificados."

Artículo 6- Modifíquese el sub inciso b., del inciso 25.1 "Trámite del primer
pago" del artículo 25 "De los pagos" del Manual de Procedimientos
para el Programa de Pago de Servicios Ambientales del 14 de abril de 2020 y sus
reformas; y adiciónese el sub inciso i) del referido artículo, a efecto de que
ambos se lean de la siguiente manera:

"b. Tratándose de los proyectos
de Reforestación, SAF y SIPMABE el primer pago se tramitará una vez presentado
el informe de regencia forestal anual con la fecha promedio de plantación. En
estos casos, el beneficiario dispone hasta 12 meses posteriores a la firma del
contrato, para gestionar el pago.

"i. En los proyectos
SIPMABE no se tramitará el pago si la mortalidad sobrepasa el 10% en la etapa
de establecimiento. En caso de que la mortalidad sea mayor, el regente forestal
debe indicar cuál es la causa y proponer por escrito las recomendaciones
técnicas necesarias a efectos de que la Oficina Regional realice la valoración
técnica correspondiente y determine lo pertinente. Para los contratos bajo esta
sub actividad financiados mediante una operación de crédito de la Dirección de Fomento
Forestal de Fonafifo, los desembolsos se realizarán conforme a lo dispuesto en
la Resolución Ministerial de PSA anual y en el Reglamento de Crédito Forestal; en
cuyos casos, la transferencia de los recursos económicos provenientes del programa
PSA se realizarán mediante una cesión a favor del Fonafifo, con el fin de inyectar
dichos recursos a la operación crediticia de la persona beneficiaria.

Artículo 7- Modifíquense los sub incisos e., g., h., y l., del inciso 25.2 "Trámite
de pagos subsiguientes" del artículo 25 "De los pagos" del Manual de
Procedimientos para el Programa de Pago de Servicios Ambientales del 14 de
abril de 2020 y sus reformas; y adiciónese el sub inciso q) del referido
artículo, a efecto de que se lean de la siguiente manera:

"e. Para los pagos
posteriores en las actividades de SAF, el regente forestal entregará a la
Oficina Regional respectiva de Fonafifo un informe de regencia anual a los 24 y
48 meses posteriores a la fecha promedio de establecimiento de los árboles del proyecto,
los cuales deben cumplir los estándares de incrementos establecidos en la resolución
respectiva. Para el caso de la actividad SIPMABE, se entregará el informe de
regencia anual a los 12 y 36 meses, pagándose el número inicial de los árboles
que fueron establecidos, siempre y cuando cumplan con los valores de referencia
mínimos establecidos en la resolución ministerial respectiva; de lo contrario,
no se pagarán los árboles que no se ajusten a ese requisito."

"g. Para los pagos
posteriores en la actividad de SAF - sistemas mixtos, una vez presentados los
documentos técnicos de seguimiento por parte del profesional forestal a la
Oficina Regional respectiva de Fonafifo anualmente a los 12, 24, 36 y 48 meses posteriores
a la firma del contrato. Anexo 15. Los proyectos SIPMABE tendrán la medición
del regente a los 12 y 48 meses. El personal técnico de Fonafifo hará las mediciones
a los 24 y 72 meses. Todas las mediciones deberán ser reportadas en una base de
datos de parcelas disponible en la página oficial de FONAFIFO (https://www.fonafifo.go.cr/es/)
o bien se puede solicitar en la oficina regional respectiva."

"h. En todos los casos, el
informe de regencia de reforestación incluirá la medición anual de las
parcelas, de acuerdo con la norma de medición incluida en este Manual.

Los bloques tendrán la
medición bianual para el trámite de pago. Para los proyectos SIPMABE la
medición se realizará de acuerdo con los establecido en el inciso g."

"l. En los proyectos de
bloques y SIPMABE se debe de indicar el porcentaje de raleo que se realice."

"q. Para los pagos
subsiguientes, si la mortalidad fuere igual o mayor al 5%, el regente forestal
debe indicar cuál es la causa y proponer por escrito las recomendaciones técnicas
necesarias a efectos de que la Oficina Regional realice la valoración técnica correspondiente
y determine lo pertinente."

Artículo 8- Modifíquese el inciso 27.5 del artículo 27 "Sobre la disposición del
inmueble" del Manual de Procedimientos para el Programa de Pago de Servicios
Ambientales del 14 de abril de 2020 y sus reformas; a efecto de que se lea de
la siguiente manera:

"27.5. En caso de que el
nuevo propietario o arrendatario no desee continuar con la ejecución del
contrato, podrá establecerse un finiquito de común acuerdo con Fonafifo. Para
tal fin deberá devolver los montos pagados por Fonafifo y recibidos por el
beneficiario. En estos casos, cuando corresponda, queda a criterio de Fonafifo,
poder incluir en este finiquito solo la devolución del último periodo,
asumiendo que los servicios ambientales de los años anteriores ya fueron
recibidos a satisfacción. No obstante, este reconocimiento no será aplicable
para los proyectos bajo la subactividad SIPMABE, en cuyo caso deberá devolver
todos los montos pagados por Fonafifo."

Artículo 9- Modifíquese el inciso 38.1 del artículo 38 "Retiro anticipado del
PPSA" del Manual de Procedimientos para el Programa de Pago de Servicios
Ambientales del 14 de abril de 2020 y sus reformas; a efecto de que se lea de
la siguiente manera:

"38.1. En razón de que el
PPSA es de naturaleza voluntaria, se posibilita el retiro anticipado del mismo
a los beneficiarios siempre y cuando no medie el incumplimiento del contrato.
Para tales efectos, deberá suscribirse el finiquito del contrato, en el cual,
Fonafifo, determine los montos a devolver y cuando corresponda el pago de los
intereses. En los casos de protección de bosque, cuando corresponda y a
criterio de Fonafifo, se podrá incluir en el finiquito solo la devolución del
último periodo, asumiendo que los servicios ambientales de los años anteriores
ya fueron recibidos a satisfacción. En los proyectos bajo la subactividad
SIPMABE, la persona beneficiaria deberá devolver la totalidad de los montos
pagados por Fonafifo. "

Artículo 10- Adiciónese el sub inciso l al Anexo 1 "ARREGLOS Y LISTA DE ESPECIES FORESTALES
ACEPTADAS PARA EL ESTABLECIMIENTO DE ÁRBOLES EN SAF" del Manual de
Procedimientos para el Programa de Pago de Servicios Ambientales del 14 de abril
de 2020 y sus reformas; cuyo texto es el siguiente

"l. En los proyectos
SIPMABE se reconocerán los arreglos SAF en hileras y en bloques, los cuales
deben de establecerse en tiempo y espacio con el respectivo componente
agropecuario"

Artículo 11- Adiciónese el Anexo 4 Bis "DISPOSICIONES PARA ELABORAR EL ESTUDIO TÉCNICO
CERTIFICADO PARA PROYECTOS SIPMABE" al Manual de Procedimientos para el
Programa de Pago de Servicios Ambientales del 14 de abril de 2020 y sus
reformas; cuyo texto es el siguiente:

"ANEXO 4 BIS.

DISPOSICIONES PARA ELABORAR
EL ESTUDIO TÉCNICO CERTIFICADO PARA PROYECTOS SIPMABE.

1. Describir el sitio, el
acceso a la propiedad, pendiente, pedregosidad, profundidad de suelo, acceso
dentro de la finca. Con base en estos criterios proceder a fundamentar la
calidad del sitio para desarrollar el contrato de PSA en la actividad
propuesta.

2. Para proyectos SIPMABE
en bloques igual o mayores a 5 hectáreas se deberá tomar muestras de suelo del
área a someter a PSA y anexar los resultados del estudio de suelos de un laboratorio
reconocido. Y deberá aportar la interpretación del análisis de suelos e
indicar, cuando corresponda, las recomendaciones de preparación del suelo,
corrección de acidez, fertilización y demás acciones requeridas según el
resultado de los análisis.

 

Nota: Para áreas de siembra iguales o mayores a 5 hectáreas, deberá
realizar una muestra cada 5 hectáreas. Para caso de hileras productivas no es
necesario el estudio de suelos.

3. Para la sub-actividad SIPMABE,
únicamente se aceptarán especies de rápido crecimiento con una densidad inicial
mínima de 625 árboles por hectárea con material genético de calidad, vigoroso,
tamaño uniforme y sano; y un máximo 833 árboles por hectárea

4. Específicamente, en los proyectos
de SIPMABE debe presentar un cronograma con las actividades de manejo desde la
fecha promedio de plantación hasta la cosecha final (72 meses). El cronograma
deberá incluir actividades trimestrales durante el primer año; actividades
semestrales durante el segundo año; y actividades anuales desde el tercer año hasta
el final del turno.

5. Deberá incluir el
croquis de la propiedad con la ubicación del bien inmueble a someter a PSA, y
la existencia de otros contratos de PSA vigentes. El croquis deberá contener el
área efectiva PSA, así como el contorno del plano.

6. Solo se admitirán planos
cuyos desplazamientos en la ubicación cartográfica no superen los 500 metros,
con respecto a lo indicado en el plano y la ubicación real de la finca. En los
casos que superen los 500 metros se deberá adjuntar una certificación emitida
por un topógrafo colegiado que indique la ubicación correcta del plano.

7. Debe mostrarse la
localización y cuantificación de las superficies ocupadas por otros usos de la
tierra (infraestructura existente, zonas de protección, etc.), siempre y cuando
estos se encuentren dentro de los bloques o áreas a plantar.

8. Debe aportar los
archivos digitales con las siguientes condiciones:

8.1. Archivo del perímetro
de la finca

a. Se debe de aportar el
archivo shape polígono del perímetro de la finca o fincas que están aplicando
al programa de PSA. Debe ser un solo archivo, que incluya en la tabla de
atributos (dbf), la columna A, con el nombre "plano" tipo texto, donde se
incluye el número de plano indicado en la solicitud; la columna B con el nombre
"hectáreas" tipo real, donde se incluye el área total del plano por finca o
fincas. Cuyo formato a seguir es:

b. El archivo shape debe
venir nombrado con el número de solicitud asignado por la Oficina Regional,
incluyendo al final del nombre la letra "c" (ejemplo, CA01-0001-19c).

c. El archivo shape debe
de ser entregado en cualquier medio electrónico que el Fonafifo disponga, la
fecha de entrega que corresponda con la fecha de la entrega del estudio técnico.

8.2. Archivo del área PSA

a. El archivo debe ser en
formato Shape file (que contenga como mínimo las extensiones shp, shx,
prj, dbf) polígono, no se admitirán otros formatos.

b. El archivo shape debe
venir nombrado con el número de solicitud asignado por la Oficina Regional
(ejemplo, CA01-0001-19).

c. Se debe presentar un solo
archivo shape polígono que incluya en la tabla de atributos (dbf), la
columna A, con el nombre "plano" tipo texto donde se incluye el número de plano
incluido en la solicitud, la columna B con el nombre "uso" tipo numérica, donde
solamente deberá de llenarse con los números que indique el Catálogo de Uso, la
columna C con el nombre "hectáreas" tipo numérica con el dato de la
cuantificación del área en hectáreas según el uso de la finca y la Columna D
con el nombre "detalle" tipo texto donde se incluye una breve descripción. Para
el caso de hileras productivas deberá presentar un polígono de la distancia de
la línea por el ancho del espaciamiento. Cuyo formato a seguir es:

minúscula, NO se aceptan tildes, espacios en blanco u otro carácter extraño en
los títulos de las columnas.

**En la columna C
(hectáreas) la sumatoria de las áreas deberá ser igual al área total de finca.
Se permitirá un rango de tolerancia de más/menos 1 hectárea.

d. Para normalizar el tipo
de información que se requiere en los archivos shape polígono, a
continuación, se procede a indicar la numeración a utilizar de acuerdo con el
Catálogo de Uso que se va a implementar:

e. El archivo shape debe
cargarse en el sistema de coordenadas CRTM05 (oficializado mediante el Decreto
N° 33797-MJ-MOPT, publicado en La Gaceta N°108 del miércoles 6 de junio del
2007).

f. El archivo shape debe
de ser entregado en el medio electrónico que el Fonafifo disponga, y que la
fecha de entrega, que debe de corresponder a la entrega del estudio técnico.

22.3. En ambos casos los
polígonos deben de entregarse si errores topológicos (polígonos abiertos,
huecos entre los bordes del polígono, muestren astillas o bordes del polígono superpuestos).
En caso de que se encuentre algún error se notificará para su debida corrección,
de persistir se procederá con el archivo de la solicitud.

23. Manifestación expresa
de la existencia de otros contratos de PSA vigentes sobre la misma finca,
indicando el área o número de árboles, la ubicación y certificando la cabida de
los contratos.

24. Certificar en el caso
de encontrarse arrendamientos, que las áreas PSA están excluidas de las áreas
en arriendo, esto en caso de que sea el propietario del inmueble que solicita
el ingreso al PSA. Caso contrario, certificar que los arriendos corresponden
efectivamente a áreas PSA solicitados por los arrendatarios que formarán parte
del contrato PSA.

25. El estudio técnico debe
ser elaborado en papel de seguridad, contener el nombre, número de colegiado,
sello y firma del profesional responsable, la fecha de elaboración y con los
timbres respectivos.

26. El estudio técnico
corregido se entregará solo una vez, incluyendo el contenido de todo el estudio
técnico, no solo la corrección solicitada, en papel de seguridad y los timbres respectivos.

27. Debe instalar un rótulo
en el proyecto; que debe contener la siguiente información: nombre del
beneficiario(a), sub-actividad, área PSA o cantidad de árboles sometidos y
número de contrato forestal.

28. Indicar el estado de
los linderos y las actividades de prevención de incendios ejecutadas.

29. Para los contratos
SIPMABE el regente deberá presentar informes donde certifique su estado en los
años 1 y 4 de la fecha promedio de plantación reportada.

Artículo 12- Adiciónese el Anexo 12 BIS "DISPOSICIONES PARA ESTABLECER LAS PARCELAS
DE MEDICIÓN EN BLOQUE Y MEDICIÓN EN HILERAS SIPMABE" al Manual de
Procedimientos para el Programa de Pago de Servicios Ambientales del 14 de abril
de 2020 y sus reformas; cuyo texto es el siguiente:

"ANEXO 12 BIS.

DISPOSICIONES PARA
ESTABLECER LAS PARCELAS DE MEDICIÓN EN

BLOQUE Y MEDICIÓN EN
HILERAS SIPMABE

El regente forestal debe
utilizar el tamaño de parcelas para la medición anual de las parcelas a partir
del primer 1 año (12 meses) según el tipo de crecimiento de especies y
requerimientos de las resoluciones respectivas, utilizando el siguiente
instrumento, para tramitar los pagos correspondientes de los proyectos SIPMABE
en que se establecieron los requerimientos respetivos de medición.

1. Tamaño de parcela
permanente.

Se utilizarán para el
inventario de parcelas, en todos los casos parcelas permanentes circulares de
un tamaño de 400 m2 (11.28 m de radio). Considerando para el muestreo, una estratificación
por condiciones de sitio, edad, especie, estrato o rodal, por finca, u otro
aspecto relevante a considerar en el diseño del muestreo.

2. Estimación de la intensidad de muestreo y número
de parcelas por hectárea.

La intensidad de muestreo y
número de parcelas en bloque por hectárea se muestran en el siguiente cuadro;
considerando que, si la plantación muestra diferencias condiciones de sitio, edad,
especie, estrato o rodal, por finca, u otro aspecto relevante, se debe
considerar la estratificación según cada criterio.

Establecimiento de la
intensidad de muestreo y número de árboles en sistema de hileras.

En el caso del
establecimiento de árboles SIPMABE en hileras, la intensidad de muestreo será
del 3% de la cantidad de árboles presentes en el sistema. Para estos casos se
mide cada 33avo/árbol, iniciando en cualquier hilera al zar. Esta metodología
de muestreo establece como ajuste, tomar datos en tríos (tres árboles conjuntos
o bien; como se distribuya las hileras) en cada uno de los puntos de muestreo
de los árboles cercanos.

3. Variables a medir

En las unidades de
muestreo, las variables dasonómicas a medir en todos los árboles son el diámetro
(dap a 1.30 m) y la altura total (medir 5 alturas por parcela en bloque y
reportarlas en la hoja cálculo estandarizada facilitada por FONAFIFO), la hoja
de cálculo automáticamente calculará la altura promedio y las distribuirá al
resto de árboles de la parcela. Cuando los árboles que no hayan alcanzado
alturas mayores a 1.3 m se reportará solo la altura total.

4. Medición de parcelas y
cálculos de variables

La medición de parcelas en
los proyectos SIPMABE se realizará de acuerdo con lo establecido en la
normativa vigente. Se debe indicar el porcentaje de mortalidad en cada estrato,
o parcela en el primer informe de regencia y debe indicarse el porcentaje de mortalidad
anual y las causas de mortalidad, y el porcentaje de raleo cuando corresponda
en los siguientes informes de regencia.

Para la información a
levantar en el campo se suministrará una hoja de cálculo por parte de FONAFIFO
donde se registrarán los datos de cada parcela y en forma simultánea cuando corresponda
hacer entrega del informe de regencia impreso con el timbre respectivo a la Oficina
Regional correspondiente.

En la medición de parcelas,
deben presentarse los datos de altura total (en aquellos casos en que no
alcance para medir el dap), medición de altura total y diámetro a la altura de
pecho (dap) en plantaciones que tengan una altura mayor a 1.3 m (indicando con
1 decimal).

A continuación, se detalla
la información que formará parte de la hoja de cálculo para el registro de los
datos:

4.1. Descripción de variables

A continuación, se detallan
las variables que corresponden a la base de datos uniformizada para valorar el
crecimiento y la calidad de las plantaciones forestales.

La información de la hoja
de cálculo estandarizada será para las parcelas levantadas de cada proyecto,
habiendo una ceja dentro de la hoja de Excel para cada parcela.

Los datos suministrados por
el Regente alimentarán la base datos estandarizada, generando a través de los
sistemas un reporte para el análisis del crecimiento de la plantación forestal por
parte las Jefaturas Regionales o cualquier otra instancia institucional que así
lo requiera.

4.2. Cálculos estadísticos de las variables
dasométricas.

Para evaluar el estado de
la plantación, a partir de los datos suministrados por el regente forestal en
la hoja de cálculo, ésta tendrá un apartado denominado "Resumen", en el cual se
visualizará el detalle de los valores dasométricos que determinarán su
crecimiento.

 

La estimación del volumen
para las especies Gmelina arborea (melina), Voshysia gutemalensis (cebo),
Tectona grandis (teca) y demás especies se determinará a partir de las siguientes
fórmulas:

4.3. Consideraciones generales

a. Aquellos proyectos en
donde no se alcancen los rendimientos establecidos según la fecha de la
plantación, deberán presentar los datos nuevamente hasta que estos rendimientos
se alcancen.

b. Para los proyectos
SIPMABE deberá presentar un informe al año 6.

c. El regente confeccionará
un informe de regencia por cada visita que realice, según la fecha de
plantación. Para su entrega contará con un plazo de 20 días hábiles después de
haber realizado la visita correspondiente, según lo estipulado por el Decreto Ejecutivo
N° 38444.

d. En los proyectos SIPMABE
no se permitirá la resiembra después de los tres meses de establecida la
plantación.

e. En todos los casos, se
tramitarán los pagos de acuerdo con lo establecido en esta norma; siempre y
cuando, el formulario de regencia forestal se encuentre vigente y que el
regente debe estar al día con las obligaciones con CIAgro.

5. Evaluación
de la incidencia de las enfermedades en las plantaciones forestales.

Para evaluar la incidencia
de la enfermedad en todos los proyectos que tengan esta especie plantada, se
aplicará el mismo procedimiento previamente normado en el Anexo 12, numeral 6
del presente manual, concerniente a la actividad de reforestación."

Artículo 13.- En todos los demás aspectos no considerados en la presente modificación,
se mantiene invariable el Manual Procedimientos para el Programa de Pago de
Servicios Ambientales vigente, publicado en el Alcance N°87 a La Gaceta N° 80 del
14 de abril del 2020 y sus reformas.

Amendment to the
Procedures Manual for the Environmental
Services Payment Program

At Ordinary Session N°9 of the Board of Directors of the National Forestry Financing Fund, held on October 8, 2025, Agreement Three was adopted.

Considering

1. That by means of agreement twelve adopted at Ordinary Session N° 01-2020 on January 24, 2020, the Board of Directors of the National Forestry Financing Fund approved the Procedures Manual for the Environmental Services Payment Program, published in Supplement N° 87 to La Gaceta N° 80 of April 14, 2020.

2. That by means of agreements nine and ten of Ordinary Sessions N°07-2020 and 08-2020, respectively, held on August 12 and September 9, 2020, the Board of Directors of the National Forestry Financing Fund approved the modification to the Procedures Manual for the Environmental Services Payment Program; an amendment that was published in La Gaceta Nº 118 of June 21, 2022.

3. That by means of agreement three of the session of Ordinary Session Nº03-2023, held on March 8, 2023, the Board of Directors of the National Forestry Financing Fund approved the modification to the Procedures Manual for the Environmental Services Payment Program, which was published in Supplement N°124 to La Gaceta N°117 of June 29, 2023.

4. That by means of agreement three adopted at Ordinary Session Nº09-2025 on October 8, 2025, the Board of Directors of the National Forestry Financing Fund approved the modification to the Procedures Manual for the Environmental Services Payment Program published in Supplement number 87 to La Gaceta N° 80 of April 14, 2020, and its amendments, in order to incorporate into the Agroforestry Systems (Sistemas Agroforestales, SAF) activity the sub-activity of Low-Scale Timber Productive Systems (Sistemas Productivos de Madera a Baja Escala, SIPMABE).

5. In accordance with the provisions of the Regulation to Law N° 7575 "Ley Forestal", Executive Decree Nº 215721-MINAE "Reglamento a la Ley Forestal" and its amendments, the Board of Directors of the National Forestry Financing Fund is competent to issue the procedures for executing the Environmental Services Payment Program. Therefore,

The Board of Directors of the National Forestry Financing Fund issues the following modification to the Procedures Manual for the Environmental Services Payment Program:

Article 1- The following technical definition is added to article 2 "Technical Definitions" of the Procedures Manual for the Environmental Services Payment Program of April 14, 2020, and its amendments:

SIPMABE: Corresponds to a productive system that promotes the cultivation of fast-growing forest species that contribute to landscape recovery and the path toward decarbonization with a sustainable production model at the farm level. This sub-activity may be directly and complementarily articulated with the Credit programs developed by the Forestry Development Directorate, with the objective of improving the producer's cash flow, ensuring the permanence of trees over time, and maximizing timber production under sustainable schemes.

Article 2- Subsection 6.12 is added to article 6 "Minimum and maximum sizes of PSA projects" of the Procedures Manual for the Environmental Services Payment Program of April 14, 2020, and its amendments:

6.12 In SIPMABE projects, the minimum quantity shall be 3 hectares and a maximum of 24 hectares per project, with the possibility of using densities between 625 and 833 trees. With a maximum of 15,000 trees per project, arranged in blocks or rows. The minimum quantity of trees in rows shall be 1000 trees.

Article 3- Subsection 11.1 of article 11 "Assessment of the technical aspects of admission applications" of the Procedures Manual for the Environmental Services Payment Program of April 14, 2020, and its amendments is modified; and sub-subsection j) of the aforementioned subsection 11.1 is added, so that both read as follows:

"11.1. For applications for reforestation, natural regeneration, forest management, SAF-block, SAF, SIPMABE, and those for protection in priority 4 when applicable; upon receiving notification of approval of the application on legal grounds, the Regional Office shall grant the interested party a period of up to 15 business days for the submission of the following documentation: (.)"

"j) Specifically, in reforestation and SIPMABE projects, the results of the soil analysis, issued by a certified soil laboratory, must be included for projects exceeding 3 hectares, excluding rows. The soil sampling must be representative of the site."

Article 4- Numeral 17.19 is added to article 17 "On forest regents" of the Procedures Manual for the Environmental Services Payment Program of April 14, 2020, and its amendments; the text of which is as follows:

17.19 In reforestation and SIPMABE projects, in addition to the regency report, the forest regent must submit via email, in digital format (electronic spreadsheet compatible with Excel), the detail of the measurements of the trees within the PPM, according to the database format and variables established in this manual (annex 12 Bis), which shall be based on a standardized format officially adopted by FONAFIFO. The PPM data must be submitted individually for each evaluated tree and separated by the species considered in the project, submitted 20 business days after the measurement date. These must be established according to the sampling techniques established by Fonafifo, indicating the size and number of plots by species, by age, by area, by stratum, or other related aspects. The file must be named with the contract number and the disbursement number (example: SC-01-20x-0xxx-20xx_disbursement_x). The x indicates the number to be changed. Without prejudice to other regency reports established in the ministerial resolution for each period. The regent in reforestation and SIPMABE projects must verify that the site quality is suitable for establishing the projects and leave evidence in the technical study."

Article 5- The title of article 22 "Reforestation activity and SAF Block" of the Procedures Manual for the Environmental Services Payment Program of April 14, 2020, and its amendments is modified, and subsection 22.11 is added to the aforementioned article 22; the texts of which are as follows:

"Article 22. Reforestation, SAF Block, and SIPMABE activity"

"22.11 In reforestation, fast- and medium-growth, and SIPMABE projects, only projects using reproductive material with genetic improvement, with tolerance to pests and diseases, and with the availability of certified seeds or clones will be accepted."

Article 6- Sub-subsection b., of subsection 25.1 "Processing of the first payment" of article 25 "On payments" of the Procedures Manual for the Environmental Services Payment Program of April 14, 2020, and its amendments is modified; and sub-subsection i) of the referenced article is added, so that both read as follows:

"b. In the case of Reforestation, SAF, and SIPMABE projects, the first payment shall be processed once the annual forest regency report with the average planting date has been submitted. In these cases, the beneficiary has up to 12 months after the signing of the contract to process the payment.

"i. In SIPMABE projects, the payment will not be processed if mortality exceeds 10% in the establishment stage. In the event that mortality is greater, the forest regent must indicate the cause and propose in writing the necessary technical recommendations so that the Regional Office can carry out the corresponding technical assessment and determine what is pertinent. For contracts under this sub-activity financed through a credit operation from the Fonafifo Forestry Development Directorate, disbursements shall be made in accordance with the provisions of the annual Ministerial Resolution on PSA and the Forestry Credit Regulation; in which cases, the transfer of economic resources from the PSA program shall be made through an assignment in favor of Fonafifo, in order to inject said resources into the beneficiary's credit operation.

Article 7- Sub-subsections e., g., h., and l., of subsection 25.2 "Processing of subsequent payments" of article 25 "On payments" of the Procedures Manual for the Environmental Services Payment Program of April 14, 2020, and its amendments are modified; and sub-subsection q) of the referenced article is added, so that they read as follows:

"e. For subsequent payments in SAF activities, the forest regent shall deliver to Fonafifo's respective Regional Office an annual regency report at 24 and 48 months after the average date of establishment of the project trees, which must meet the growth increment standards established in the respective resolution. In the case of the SIPMABE activity, the annual regency report shall be delivered at 12 and 36 months, paying the initial number of trees that were established, provided they meet the minimum reference values established in the respective ministerial resolution; otherwise, the trees that do not meet this requirement will not be paid."

"g. For subsequent payments in the SAF activity - mixed systems, once the technical follow-up documents have been submitted by the forestry professional to Fonafifo's respective Regional Office annually at 12, 24, 36, and 48 months after the signing of the contract. Annex 15. SIPMABE projects shall have the regent's measurement at 12 and 48 months. Fonafifo's technical personnel shall take measurements at 24 and 72 months. All measurements must be reported in a plot database available on the official FONAFIFO website (https://www.fonafifo.go.cr/es/) or may be requested from the respective regional office."

"h. In all cases, the reforestation regency report shall include the annual measurement of the plots, in accordance with the measurement standard included in this Manual.

The blocks shall have biennial measurement for payment processing. For SIPMABE projects, the measurement shall be carried out in accordance with the provisions of subsection g."

"l. In block and SIPMABE projects, the percentage of thinning carried out must be indicated."

"q. For subsequent payments, if mortality is equal to or greater than 5%, the forest regent must indicate the cause and propose in writing the necessary technical recommendations so that the Regional Office carries out the corresponding technical assessment and determines what is pertinent."

Article 8- Subsection 27.5 of article 27 "On the disposition of the property" of the Procedures Manual for the Environmental Services Payment Program of April 14, 2020, and its amendments is modified, so that it reads as follows:

"27.5. In the event that the new owner or tenant does not wish to continue with the execution of the contract, a settlement may be established by mutual agreement with Fonafifo. For this purpose, the amounts paid by Fonafifo and received by the beneficiary must be returned. In these cases, when applicable, it is at Fonafifo's discretion to be able to include in this settlement only the refund of the last period, assuming that the environmental services of previous years have already been received satisfactorily. However, this recognition shall not be applicable for projects under the SIPMABE sub-activity, in which case all amounts paid by Fonafifo must be returned."

Article 9- Subsection 38.1 of article 38 "Early withdrawal from the PPSA" of the Procedures Manual for the Environmental Services Payment Program of April 14, 2020, and its amendments is modified, so that it reads as follows:

"38.1. Given that the PPSA is voluntary in nature, early withdrawal by beneficiaries is permitted provided there is no breach of contract. For these purposes, a contract settlement must be signed, in which Fonafifo determines the amounts to be refunded and, when applicable, the payment of interest. In cases of forest protection, when applicable and at Fonafifo's discretion, only the refund of the last period may be included in the settlement, assuming that the environmental services of previous years have already been received satisfactorily. In projects under the SIPMABE sub-activity, the beneficiary must return the entirety of the amounts paid by Fonafifo."

Article 10- Sub-subsection l is added to Annex 1 "ARRANGEMENTS AND LIST OF ACCEPTED FOREST SPECIES FOR THE ESTABLISHMENT OF TREES IN SAF" of the Procedures Manual for the Environmental Services Payment Program of April 14, 2020, and its amendments; the text of which is as follows:

"l. In SIPMABE projects, SAF arrangements in rows and blocks shall be recognized, which must be established in time and space with the respective agricultural/livestock component."

Article 11- Annex 4 Bis "PROVISIONS FOR PREPARING THE CERTIFIED TECHNICAL STUDY FOR SIPMABE PROJECTS" is added to the Procedures Manual for the Environmental Services Payment Program of April 14, 2020, and its amendments; the text of which is as follows:

"ANNEX 4 BIS.

PROVISIONS FOR PREPARING THE CERTIFIED TECHNICAL STUDY FOR SIPMABE PROJECTS.

2. For SIPMABE projects in blocks equal to or greater than 5 hectares, soil samples must be taken from the area to be submitted to PSA and the results of the soil study from a recognized laboratory must be attached. The interpretation of the soil analysis must also be provided and, when applicable, the recommendations for soil preparation, acidity correction, fertilization, and other actions required based on the analysis results.

 

Note: For planting areas equal to or greater than 5 hectares, one sample must be taken for every 5 hectares. For productive rows, the soil study is not necessary.

3. For the SIPMABE sub-activity, only fast-growing species shall be accepted with a minimum initial density of 625 trees per hectare with quality genetic material that is vigorous, uniform in size, and healthy; and a maximum of 833 trees per hectare.

4. Specifically, for SIPMABE projects, a schedule must be presented with the management activities from the average planting date to the final harvest (72 months). The schedule must include quarterly activities during the first year; semi-annual activities during the second year; and annual activities from the third year to the end of the rotation.

5. A sketch of the property must be included with the location of the real estate to be submitted to PSA, and the existence of other valid PSA contracts. The sketch must contain the effective PSA area, as well as the outline of the plan.

6. Only plans whose cartographic location displacement does not exceed 500 meters, with respect to what is indicated in the plan and the real location of the farm, will be admitted. In cases exceeding 500 meters, a certification issued by a licensed surveyor indicating the correct location of the plan must be attached.

7. The location and quantification of the surfaces occupied by other land uses (existing infrastructure, protection zones, etc.) must be shown, provided these are within the blocks or areas to be planted.

8. Digital files must be provided with the following conditions:

8.1. Farm perimeter file

a. The polygon shapefile of the perimeter of the farm or farms applying to the PSA program must be provided. It must be a single file that includes in the attribute table (dbf), column A, with the name "plano" text type, where the plan number indicated in the application is included; column B with the name "hectáreas" real type, where the total area of the plan per farm or farms is included. The format to follow is:

b. The shapefile must be named with the application number assigned by the Regional Office, including the letter "c" at the end of the name (example, CA01-0001-19c).

c. The shapefile must be delivered on any electronic medium that Fonafifo provides, with the delivery date corresponding to the date of delivery of the technical study.

8.2. PSA area file

a. The file must be in polygon Shape file format (containing at least the extensions shp, shx, prj, dbf); no other formats will be admitted.

b. The shapefile must be named with the application number assigned by the Regional Office (example, CA01-0001-19).

c. A single polygon shapefile must be presented that includes in the attribute table (dbf), column A, with the name "plano" text type, where the plan number included in the application is included; column B with the name "uso" numeric type, which shall only be filled with the numbers indicated in the Use Catalog; column C with the name "hectáreas" numeric type with the quantification data of the area in hectares according to the farm's use; and Column D with the name "detalle" text type, where a brief description is included. In the case of productive rows, a polygon of the line distance by the spacing width must be presented. The format to follow is:

**In column C (hectáreas), the sum of the areas must equal the total farm area. A tolerance range of plus/minus 1 hectare will be permitted.

d. To standardize the type of information required in the polygon shapefiles, the numbering to be used according to the Use Catalog to be implemented is indicated below:

e. The shapefile must be uploaded in the CRTM05 coordinate system (made official by Decree N° 33797-MJ-MOPT, published in La Gaceta N°108 of Wednesday, June 6, 2007).

f. The shapefile must be delivered on the electronic medium that Fonafifo provides, and the delivery date must correspond to the delivery of the technical study.

22.3. In both cases, the polygons must be delivered without topological errors (open polygons, gaps between the edges of the polygon, splinters or superimposed polygon edges). If any error is found, notification will be given for its due correction; if it persists, the application will be archived.

23. Express declaration of the existence of other valid PSA contracts on the same farm, indicating the area or number of trees, the location, and certifying the capacity of the contracts.

24. In the case of existing leases, certify that the PSA areas are excluded from the leased areas, if it is the property owner who is applying for admission to PSA. Otherwise, certify that the leases correspond effectively to PSA areas requested by the tenants who will be part of the PSA contract.

25. The technical study must be prepared on security paper, contain the name, professional license number, seal, and signature of the responsible professional, the date of preparation, and the respective stamps.

26. The corrected technical study shall be delivered only once, including the content of the entire technical study, not just the correction requested, on security paper and with the respective stamps.

27. A sign must be installed at the project site, which must contain the following information: beneficiary's name, sub-activity, PSA area or quantity of trees submitted, and forest contract number.

28. Indicate the condition of the boundaries and the fire prevention activities carried out.

29. For SIPMABE contracts, the regent must submit reports certifying their status in years 1 and 4 from the reported average planting date.

30. Photographic record of the project area (At least two georeferenced photographs)"

Article 12- Annex 12 BIS "PROVISIONS FOR ESTABLISHING MEASUREMENT PLOTS IN BLOCKS AND MEASUREMENT IN ROWS FOR SIPMABE" is added to the Procedures Manual for the Environmental Services Payment Program of April 14, 2020, and its amendments; the text of which is as follows:

"ANNEX 12 BIS.

PROVISIONS FOR ESTABLISHING MEASUREMENT PLOTS IN

BLOCKS AND MEASUREMENT IN ROWS FOR SIPMABE

The forest regent must use the plot size for the annual measurement of the plots starting from the first 1 year (12 months) according to the type of species growth and requirements of the respective resolutions, using the following instrument, to process the corresponding payments for SIPMABE projects in which the respective measurement requirements were established.

1. Permanent plot size.

Permanent circular plots of a size of 400 m2 (11.28 m radius) shall be used for the plot inventory in all cases. Considering for the sampling, a stratification by site conditions, age, species, stratum or stand, by farm, or another relevant aspect to consider in the sampling design.

2. Estimation of sampling intensity and number of plots per hectare.

The sampling intensity and number of plots in blocks per hectare are shown in the following table; considering that, if the plantation shows differences in site conditions, age, species, stratum or stand, by farm, or another relevant aspect, stratification according to each criterion must be considered.

Establishment of sampling intensity and number of trees in row systems.

In the case of establishing SIPMABE trees in rows, the sampling intensity shall be 3% of the number of trees present in the system. For these cases, every 33rd tree is measured, starting in any row at random. This sampling methodology establishes, as an adjustment, taking data in trios (three trees together, or as the rows are distributed) at each of the sampling points for the nearby trees.

3. Variables to measure

In the sampling units, the forest mensuration variables to be measured in all trees are diameter (dbh at 1.30 m) and total height (measure 5 heights per block plot and report them in the standardized spreadsheet provided by FONAFIFO); the spreadsheet will automatically calculate the average height and distribute it to the rest of the trees in the plot. When trees have not reached heights greater than 1.3 m, only the total height will be reported.

4. Measurement of plots and calculation of variables

The measurement of plots in SIPMABE projects shall be carried out in accordance with the provisions of current regulations. The percentage of mortality in each stratum or plot must be indicated in the first regency report, and the annual mortality percentage and the causes of mortality, and the thinning percentage when applicable, must be indicated in the subsequent regency reports.

For the information to be collected in the field, a spreadsheet will be provided by FONAFIFO where the data for each plot will be recorded and simultaneously, when applicable, the printed regency report with the respective stamp must be delivered to the corresponding Regional Office.

In the measurement of plots, the total height data (in those cases where it is not possible to measure dbh), total height measurement, and diameter at breast height (dbh) must be presented for plantations that have a height greater than 1.3 m (indicating with 1 decimal).

Below is the detail of the information that will be part of the spreadsheet for data recording:

4.1. Description of variables

Below are the details of the variables that correspond to the standardized database for assessing the growth and quality of forest plantations.

The information in the standardized spreadsheet shall be for the plots surveyed for each project, with a tab within the Excel sheet for each plot.

The data provided by the Regent will feed the standardized database, generating, through the systems, a report for the analysis of forest plantation growth by the Regional Headquarters or any other institutional body that so requires.

4.2. Statistical calculations of the forest mensuration variables.

To evaluate the state of the plantation, based on the data provided by the forest regent in the spreadsheet, the latter will have a section called "Summary", in which the detail of the forest mensuration values that will determine its growth will be displayed.

 

The volume estimation for the species Gmelina arborea (melina), Voshysia guatemalensis (cebo), Tectona grandis (teca), and other species shall be determined from the following formulas:

4.3. General considerations

a. Those projects where the established yields according to the planting date are not achieved must submit the data again until these yields are achieved.

b. For SIPMABE projects, a report must be submitted at year 6.

c. The regent (regente) shall prepare a supervision report (informe de regencia) for each visit made, according to the planting date. They shall have a period of 20 business days after having made the corresponding visit to submit it, as stipulated by Decreto Ejecutivo N° 38444.

d. In SIPMABE projects, replanting will not be permitted after three months of the plantation's establishment.

e. In all cases, payments will be processed in accordance with the provisions of this standard; provided that the forestry supervision form (formulario de regencia forestal) is current and that the regent (regente) must be up to date with their obligations to CIAgro.

5. Evaluation of the incidence of diseases in forest plantations.

To evaluate the incidence of the disease in all projects that have this species planted, the same procedure previously regulated in Anexo 12, numeral 6 of this manual, concerning reforestation activity, will be applied."

Article 13.- In all other aspects not considered in this modification, the current Manual de Procedimientos for the Programa de Pago de Servicios Ambientales, published in Alcance N°87 to La Gaceta N° 80 of April 14, 2020, and its amendments, remains invariable.
