El Decreto Ejecutivo 38320 declara de conveniencia nacional las actividades de saneamiento, rearborización, mantenimiento, monitoreo y evaluación realizadas en el marco del proyecto de interés público 'Recuperación del Parque Metropolitano La Sabana'. Esta declaratoria faculta a las instituciones públicas involucradas a coordinar acciones y gestionar recursos para la rehabilitación ecológica y paisajística del parque, uno de los pulmones urbanos más importantes de San José. La norma busca restaurar cobertura vegetal, mejorar la calidad ambiental del espacio público y promover su uso recreativo y cultural, en consonancia con los objetivos de conservación urbana y el derecho a un ambiente sano reconocido en el artículo 50 de la Constitución. Artículo 1º—Declaratoria de conveniencia nacional. Se declaran de conveniencia nacional las actividades de saneamiento, rearborización, mantenimiento, monitoreo y evaluación que se realicen al amparo del proyecto de interés público "Recuperación del Parque Metropolitano La Sabana".

Artículo 2º—Coordinación interinstitucional. Las instituciones públicas que participen en la ejecución del proyecto referido en el artículo anterior, coordinarán sus acciones a efecto de alcanzar los objetivos propuestos, para lo cual podrán suscribir los convenios de cooperación que resulten necesarios.

Artículo 3º—Financiamiento. Los recursos financieros para la realización de las actividades declaradas de conveniencia nacional serán provistos por las instituciones participantes, con cargo a sus presupuestos ordinarios y extraordinarios, y mediante la gestión de cooperación nacional e internacional.

Article 1—Declaration of national convenience. The sanitation, reforestation, maintenance, monitoring, and evaluation activities carried out under the public-interest project 'Recovery of Metropolitan Park La Sabana' are declared of national convenience.

Article 2—Inter-institutional coordination. The public institutions participating in the execution of the project referred to in the previous article shall coordinate their actions to achieve the proposed objectives, and may enter into the necessary cooperation agreements for this purpose.

Article 3—Financing. The financial resources for carrying out the activities declared of national convenience shall be provided by the participating institutions, charged to their ordinary and extraordinary budgets, and through the pursuit of national and international cooperation.
